Key responsibilities included:


  • Proposing and refining policy ideas based on communication with stakeholders and experts, as well as analysis of domestic/international trends.
  • Directly drafting and amending relevant laws, securing budgets, and supervising policy implementation.
  • Engaging with the National Assembly and media on steel industry-related issues.

  • Managed organizational structure issues for the ministry, including the establishment of 2nd Vice Minister as a control tower for Korea's carbon neutrality initiatives. Designed new Director-general level units for renewable energy, hydrogen and nuclear power.
  • Coordinated internal ministry opinions, designed organizational structures, secured budgets, and negotiated with other ministries. Led legislative effort for amending the Government Organization Act.


Regional Economy Promotion Division (2018.09–2020.05)


  • Oversaw the designation of "Industrial Crisis Zone," a system to mitigate economic decline in areas affected by declining regional industries, akin to rust belt phenomena. Implemented large-scale policy support packages to designated regions. Led efforts to amend relevant laws to ensure more effective support mechanisms.
  • Led the introduction of the "Mutually Beneficial Local Jobs" program, an innovative policy tool where local governments, businesses, workers, and residents developed new business models, which the central government supported to facilitate implementation. Designated Gwangju, which led to a new automotive plant in the region.
