As a Project Manager, I’m responsible and accountable for the execution and delivering projects/services to the client (U.S. Army Corps of Engineers, FED (Far East District) throughout the Korean Peninsula. I facilitated problem solving and focuses on the mission of the client and future impacts of the design. Manage multi-million-dollar projects from start to finish which includes initiation, planning, execution and monitoring (budget, schedule, resources), construction services, and closeout. Manage design team and design build contractors which consists of multi disciplines (civil, electrical, telecom, mechanical, plumbing, structural, architecture, fire protection, antiterrorism force protection, cybersecurity) in providing project planning and direction, health, safety and environmental integration, project organization/resourcing, as well as team guidance and motivation. Applied standards such as UFC, AT/FP, OSHA, ADA, NFPA as well as U.S. and Korean Codes and standards. Control and manage projects financials along with scope change management and client and stakeholder management. Also, interact with contractors on projects in construction to help provide clarification to Request for Information (RFI) which includes contractors design solution, equipment requirements per specification, and more.


Oversaw large portfolio of projects to support teams, report progress, and influence positive outcomes for key stakeholders.

  • Upgrade Electrical Distribution West Phase 3, Osan AB, Korea – Developed 100% design documents to add/alter overhead electrical distribution system with an underground distribution system and connection of existing substations to new substation to improve reliability and capacity. Design includes adequate hardening for a 13.8 kV substation fulfilling AT/FP requirements. Size: 168,141 LF Cost: $151.3M estimated construction cost (ECC) Role: Managed interdisciplinary coordination, quality, schedule compliance, and coordination between USAG Humphreys Deputy Resident Engineer in order to mitigate issues that may arise during construction.
  • Korea Air and Space Operations Center (KAOC), Osan AB, Korea – Develop DBB construction documents including program validation, charrette, site analysis and 100% design. Incorporates ICD 705 protective design with secure working areas, High-Altitude Electromagnetic Pulse (HEMP), collective protection system (CPS) and N+1 redundant system. Size: 104,454 SM (892,400 SF) Cost: $873.8M Role: Managed interdisciplinary (mechanical/plumbing, fire protection, architectural, structural, electrical/telecommunication) coordination, and coordination with Osan AB 51CES, PMO, AFOC, and other stakeholders.
  • Runway AV220, USAG Humphreys, Korea – A full design which entails project requirements, design charrette, obstruction survey report, site concepts, and to provide a 100% cost estimate for complete reconstruction and rehabilitation of Runway 14-32. Performed a thorough examination and assessment of past pavement condition studies combined with on-site inspection and discussions with key stakeholders to develop recommendations for various runway reconstruction, rehabilitation, and/or repair options and courses of action. The project included detail analysis of runway grade and profile options and alternatives to bring the runway into compliance with UFC runway design standards, as well as airspace obstruction evaluation and mitigation approaches to provide the necessary levels of safety while ensuring the project minimizes the impact to future development in and around the airfield. Cost: $180M estimated construction cost Role: Managed coordination, design requirements, quality, schedule compliance, project budget/finance, and coordination between USAG Humphreys stakeholders.

Chief Civil Engineer/Project Manager

AMKOR A&E, Inc.

As a Chief Civil, lead AMKOR’s (DoD Contractor) Civil Department in design, construction management, and programming/verification of DD1391’s with the U.S. Army Corps of Engineers, FED (Far East District) DoD facilities in the Asia Pacific. Oversee a department consisting of seven (7) quality engineers to help produce excellent engineering work, while managing/supervising their roles and project. Managed and lead multi-million-dollar ROKFC I-K (Host Nation Funded) projects which required extensive interface between the Stakeholders/Installation Teams/deployed Combatant Commands/Government agencies and A/E design team in order for successful completion of the design per contract schedule.


Developed and implemented solutions to maintain and improve client infrastructure at existing sites.

  • Designed a 2-story reinforced concrete Consolidated Communications Facility providing Antiterrorism/Force Protection (AT/FP) features and measures. Major site improvement was required due to limited land space and unique terrain. Cost: $8,500,000 (PA).
  • Provide general renovation design services for existing maintenance building to repair renovate and upgrade for the 1st Special Forces Group and the 75th Ranger Regiment current requirements. Cost: $11,000,000 (PA).


Participated in site surveys to determine mission requirements, optimum location, evaluate sites selected as to mission suitability and preparation requirements. Prepared and reviewed site survey reports, specifications, and site requirement documents to ensure accuracy and thoroughness. Lead and attended meetings such as Design Kick-Off, Charrette, and On-Board-Review (OBR) to further refine the design per USER requirements, DoD Codes. Interacted with government field construction engineer for possible design clarification and engineering solution for unforeseen site condition during construction.
