
At the Human Resources Development Center of POSCO, the world's leading steel & iron company, he planned corporate human resource development.
At the Presidential Advisory Committee on People-Centered Competitiveness Initiatives, he planned people-centered human resource development in national level, a new national paradigm at the time.
At the Korea Research Institute for Vocational Education and Training, a research institute under the Prime Minister, he conducted research on national human resource development policies and future skills.
As an education policy advisor to the Governor of Gyeonggi-do Province, he planned and implemented human resource development policies for civil servants at the metropolitan and local government levels. In 2009, he planned and developed an online learning portal that allowed civil servants from 31 cities and counties to access courses simultaneously. He also designed an online learning platform that allowed 13 million Gyeonggi Province residents to access courses free of charge. By 2004, a total of 1.4 million people had completed a 20-hour learning program.
As the Director of the Gyeonggi-do Provincial Lifelong Learning Institute, he planned and oversaw the provincial-level lifelong education policy for residents. This project, where residents directly plan, operate, and teach learning programs within their villages, has become a national model. Furthermore, he designed and implemented a program to designate unused time at private and public facilities for citizens to study.
While he worked for the UNESCO Institute for Lifelong Learning (UIL), he designed and developed an online program for building learning cities based on global standards for learning cities, and is available through UNESCO in seven languages.
He served as field manager for the Project to Strengthen Agricultural Higher Education at Vietnam National University-Ho Chi Minh City, hosted by KOICA and Seoul National University, where he implemented internal change management, job analysis, and leadership training.
He had lectured on HRD related subjects as adjunct professors, visiting professor, and a lecturer at Ewha Woman's University, Ajou University, Seoul National University, Korea University, and Yonsei University.
He has lectured extensively on human resource development at organizations such as the Korea Human Resources Management Association, the Korea Productivity Association, and the Korean Society for Industrial Education.
He has served in various academic organizations, including as President of the Korea Action Learning Association, President of the Korean Action Learning Society, Vice President of the Korean Society for Corporate Education, Vice President of the Korean Society for Learning and Performance, and Vice President of the Korean Society for Adult Education. He currently serves as President of the Asian Development of Human Resource in Rural Area.
