I currently work for the International Organization for Migration in Ethiopia where I developed more than 5 years of progressively responsible experiences in the peace and development coordinator sectors. I have solid technical expertise and operational experiences in the programme areas of peace building, community resilience and local governance for crisis-affected populations. My longer-term career interest is to strengthen humanitarian-development-peace (HDP) nexus partnerships and programmes in developing countries, especially in disaster-prone or fragile contexts.

Grants Officer (CRA)

Roles and Responsibilities:

  • Manage the overall administration of the Grants Sub-Unit within the Community Resilience Activity (CRA) – North Unit; and manage grants cycle from the idea generation to grant close-out in close liaison with USAID with USD$21 million program funds
  • Supervise 6 staff members of the Grants Sub-Unit and provide training on all related aspects of grant and database management to all relevant staff members at the unit’s country and field operations
  • Oversee the resource allocation process by reviewing activity proposals, budgets, and other related documents (e.g., M&E plan, environmental impact assessment plan) in coordination with other sub-units and in full compliance with USAID grants management guidelines and IOM’s resource management policies
  • Support the coordination of a process within the unit to select Implementing Partners (IP) and/or Service Providers (SP) in close coordination with the Resource Management Unit (RMU)
  • Ensure proper communication with recipient organizations in following up on project progress and compliance with monitoring and reporting requirements as outlined in contracts in close collaboration with the field offices during the implementation
  • Manage CRA Database to ensure that all hardcopy and electronic documents for all grants are completed, archived, and placed in order; and liaise with concerned stakeholders to monitor and update the database as required
  • Maintain a filing system and produce reports based on queries run on the database in a rapid fashion as requested by the program management and other stakeholders if necessary
  • Monitor the overall control of grant expenditures and support centralized financial tracking in the regular reconciliation of CRA Database in close coordination with RMU

Achievements (as of 31 December 2022):

  • Currently manage CRA Database with 213 grant-funded resilience activities registered and contributing to the programmatic objectives of Civic Engagement, Social Cohesion, and Economic Reintegration of the former Temporarily Displaced Persons (TDP)
  • Developed 103 grant-funded community resilience ideas
  • Secured USAID’s (Office of Democracy, Rights and Governance; former OTI) commitment of USD$6.19 million for 113 grant applications
  • Closed 53 grants that reached out to 59,297 direct beneficiaries with the total disbursed amount of USD$1.71 million
  • Established the IP Technical Review Committee (IPTRC) to coordinate the unit’s decision-making process to select IPs/SPs by leading the TOR and information management system design

Durable Solutions Associate Officer

Roles and Responsibilities:

  • Manage the following projects funded by the Swiss Agency for Development and Cooperation (SDC) and lead a team of 4 national project assistants with a total budget of CHF 1.25 million:

(i) “Durable Solutions for the Internally Displaced Persons (IDPs) in Ethiopia”;

(ii) “Addressing Education Needs of Displacement-affected Communities, as well as Information on Prevention of COVID-19 in Somali, Oromia and Gambella Regions”; and

(iii) “Assessment of Gaps in the Planned Delivery of Durable Solutions for IDPs in Somali Region”.

  • Support IOM Transition and Recovery Division’s (TRD) project development in thematic areas related to durable solutions governance and community-based planning; resource mobilization, partnership management; donor reporting; M&E; and strategic framework development
  • Technically assist the Government of Ethiopia’s (GoE) IDP durable solutions and humanitarian-development-peace building (HDP) nexus policy planning, programming, and institutional capacity building, mainly by:

(i) Establishing and coordinating regional and zonal IDP Durable Solutions Working Groups (DSWGs);

(ii) Providing communications, liaison and other required technical/admin support for GoE and UN’s joint coordination of the federal DSWG;

(iii) Providing policy advisory services for forced migration policy and data; and

(iv) Designing and implementing durable solutions capacity building programs for government officials.

  • Develop durable solutions data products jointly with the IOM Displacement Tracking Matrix (DTM)
  • Support IOM's contributions to UN's joint analysis, programming, and policy development, in areas of post-crisis recovery and resilience for displacement-affected communities

Achievements:

  • Developed a nationwide network of 80 humanitarian, development, and peace building organizations in Ethiopia via the establishment and/or coordination of DSWGs since March 2019
  • Established one regional and three zonal DSWGs in Oromia Region by conducting scoping assessment, developing group terms of reference (TORs), and organizing consultative workshops
  • Organized a high-level event to launch a joint GoE-UN policy called the Durable Solutions Initiative Ethiopia and mobilize resources, attended by 200 representatives of the government, donors, UN, NGOs, and civil society organizations
  • Produced a 23-page draft of a TRD strategic framework outlining the programme’s key achievements and resource mobilization needs
  • Rehabilitated four schools and two health posts and provided livelihood support for 360 IDP and host community households in three locations of the Somali Region through the CBP processes
  • Contributed to the development of the UN Ethiopia’s Joint Socio-Economic Impact Analysis of COVID-19; and federal DSWG’s “Position Paper on Durable Solutions during the COVID-19 and Ways Forward”
  • Contributed to the development of the Durable Solutions Fund’s TOR as a technical team member
  • Mobilized CHF 430,000 for 2 SDC-funded projects ("Addressing Education Needs (...)" and "Assessment of Gaps (...)")
  • Mobilized USD$10 million from the Korea International Cooperation Agency (KOICA) and CHF 8 million from SDC and SIDA (Swedish International Development Cooperation Agency (SIDA) for 2 multi-year resilience and local governance projects focused on displacement-affected populations (confirmed in 2022)

  • Led IOM’s technical and financial contributions to the joint GoE-UN development of the Durable Solutions Initiative (DSI) Ethiopia and facilitated consultations with regional governments
  • Mobilized CHF 300,000 from SDC to pilot local governance and CBP initiatives in the Ethiopian Somali Region by developing a cost-extension proposal for “Durable Solutions for IDPs in Ethiopia”
  • Organized the Inter-regional Durable Solutions Exchange Workshop as a capacity building programme for 42 regional government officials from five regional states of Ethiopia

  • Contributed to IOM’s partnership agreement with the Ethiopian Ministry of Peace for IDP peace building and durable solutions support, by developing a concept note, attending meetings, and drafting an agreement in collaboration with IOM Legal Team
  • Published an article entitled "Addressing Internal Displacement in Ethiopia" via the Forced Migration Review, University of Oxford (October 2018)
  • Mobilized USD 1.7 million by developing following TRD projects: (i) "Inclusive Governance and Conflict Management Support for Ethiopia" (UN Peacebuilding Fund); and "Provision of Improved and Energy-Efficient Cooking Stoves in West Guji/Gedeo IDP Sites, Ethiopia" (Ministry of Foreign Affairs, Korea Republic)
  • Conducted village mapping surveys and focus group discussions in four sites of the Ethiopian Oromia Region and drafted a report analyzing IDPs’ durable solutions intentions and host communities’ absorption capacities, under a project funded by the UN Central Emergency Response Fund (CERF)

(ii) interviewing officials from the European Commission’s DG Trade and the European External Action Service Seoul;

(iii) translating Korean government’s trade policy documents and statistics; and

(iv) drafting reports.

  • Edited a 13-page English report written by Dr. Han Wool Jeong: "[EAI Opinion Review Korean Views 2014] Changes in Korea’s status and dilemmas of Korean foreign perceptions."
  • Proofread a 224-page EAI Korean publication entitled "Social Responsibility, Social Enterprises”
  • Improved an MS Access-based database system for the EAI Public Opinion Research Center
  • Supported EAI’s transnational survey projects by assisting senior researchers’ communication with EAI’s international research partners (e.g. Genron NPO, Chicago Council on Global Affairs)
