1. Global Export Control and Trade Program Manager

Export Control for Korea (From 2020 to current)
Ensure country driven export and trade compliance meet customs and regulatory requirements and export control regulatory
• Korea export control policies & regulations interpretation, recommendation, and implementation; monitor and analyze impact of changes in country export control
• Provide consultation to local stakeholders on export control guidance and procedures.
- Training and education of country regulations for Korea Business.
• Implement /development Korea export control procedures based on global guidance and local compliance (including the process controllership and resource and compliance management)
• Ensure Operation processes comply with export control regulations, requirements
- Restricted party list, Entity list and Embargo countries
• Local Government liaisons- Work with Country customs and other authorities
• Support the Korea export license for the controlled items (Dual use) with KOSTI (via Yes-trade system).
• Support US IVL license application (EAR & ITAR)
• Risk assessment on Trade/Export control compliance
• Respond to the process audits – Internal and external
• Record retention management for license applications

Global Export Control (From 2023 to current)
• Oversight of global export control within Global Logistics
• Liaison for US legal on global export control matters
• Provide global export control support to the Businesses and involve in global projects that require export control expertise (System integration or M&A)
• Provide proactive consultation to Businesses on export control requirements
• Timely, completely, and accurately execute export control operations in accordance with export control policies and procedures and related work instructions
• Update work instructions or standard of procedures per export compliance policies and procedures
• Full compliance, identify red flags or other anomalies that may cause compliance risk; align and escalate to US Legal for issue resolution
• Escalate to Global Logistics Regional Operations Managers and/or US Legal for any unresolved red flags or concerns related to export compliance operations
• Responsible for working with system /IT team to enhance the company compliance system(GTM- Global Trade Management) to streamline the process as well as improve the productivity.
• Support to periodic reporting on export control topics to senior management.

Global Trade Program and Compliance (From 2023 to current)
• Responsible for site compliance with company and Global Logistics policies, guidelines, and process controls for Trade & logistics
• Ensure the customs compliance elements like Classification, Valuation, DG, CoO and the compliance process in place
• Managing Global RA program and also taking lead/guide the internal or external audits
• Lead global project to work with global Policy/Program managers to implement WW initiatives and identify opportunities of system/process enhancements


2. Korea Trade Operation Manager (from 2014 to 2023)

Korea Trade Operation
• Leaded Korea Customs audit in 2021 and supported Korea customs audit in 2017.
• Ensures Keysight Korea takes advantage of country trade programs to optimize operation / benefits – i.e) Korea ACVA, HS code reclassification with CVCI, Korea ASEAN FTA, Korea US FTA and Duty exemption/reduction program etc.
• Execution of Korea trade operations to meet company TAT, quality, cost, and compliance goal
• Liaison to sales, customer care and service business and provide the resolution or alternatives where escalated from the business
• Consult with internal & external customer, including customs and freight companies to ensure the compliance and process in place
• Provide the trade operation related trainings to the business- (import/export process/ customs compliance etc.)

Korea Supplier Management
• Works with Korea suppliers (Customs broker, Forwarder and local trucking) to ensure they are regularly evaluated and take corrective actions to address operational shortfall
• Manage the Korea supplier performance, costs, contract issues, NKW management

Customs Clearance Operation

• Responsible for the customer service via call and email communication and provide customs requirements.

• Provide customs information and FTA guideline/Duty payment for accurate customs clearance and deal with controlled items such as DG and Frozen.
